What you are saying is so not true. Any non-custodial parent receiving cash istance/welfare, has no ability to pay. If you can get past your ism for a second, how much sense does it make for someone receiving tax payer dollars to take that and pay child support? It's not income from a job. Basically, you are suggesting that tax payers pay your child support.
